If players are tied for locations, priority goes to the player with the most total power. Thankfully the game tracks who has priority and highlights the nameplate of the player who has it!

For example, if you have priority and play Shang-Chi, he will destroy any cards your opponent plays that have 9 or more power. However, if your opponent has priority and plays The Hulk, Shang-Chi will not be able to destroy him because he was already on the board.
